Changes in 2026
Starting January 1, 2026, California will freeze new full-scope Medi-Cal enrollments for adults who do not have satisfactory immigration status:
- Individuals (19+ years old) who are not pregnant, who are undocumented, without an immigration status, or who are unable to verify their status.
- Individuals (21+ years old) with Temporary Protected Status (TPS).
- Individuals(21+ years old) who are asylum applicants with work authorization, who have Pending Special Immigrant Juvenile Status, or who have Deferred Enforced Departure.
- Individuals (21+ years old) who are Visitor/Student/Work Visa Holders.
Regardless of immigration status, income-eligible children and pregnant individuals can enroll in full-scope Medi-Cal and receive full dental benefits. Coverage is for the entire pregnancy and 1 year after the pregnancy ends.

Dental Benefits
Starting July 1, 2026, full dental benefits will no longer be provided to adult Medi-Cal members who have Unsatisfactory Immigration Status (UIS).
Immigration categories that will lose full-scope dental benefits include:
- Individuals who are Green Card Holders or Battered Immigrants (non-VAWA categories) who are not exempt from or have not met the five-year waiting period.
- Individuals who are Deferred Action for Childhood Arrivals (DACA) recipients, paroled into the U.S. for less than one year, or are U visa applicants.
- Emergency Dental Care (such as treatments for severe pain or infection and tooth extractions) will still be covered for everyone, regardless of immigration status.
- If you are pregnant, you will continue to receive full dental benefits during pregnancy and up to 1 year after the pregnancy ends.

If you are already enrolled in full-scope Medi-Cal, you will remain covered (provided you complete the annual renewal)
- Regardless of immigration status, income-eligible children and pregnant individuals can enroll in full-scope Medi-Cal and receive full dental benefits. Coverage is for the entire pregnancy and 1 year after the pregnancy ends.
- If you lose your benefits, connect with a Certified Enrollment Counselor to explore your options. You may only be eligible for Emergency Medi-Cal and Pregnancy Medi-Cal starting January 1, 2026, but there may be other local programs you are eligible to enroll in.
- If your coverage stops because of a late renewal or missing paperwork, you have 90 days to fix it and stay enrolled.
